How these totals differ
The four figures above cover every tokenised reference. The refusal count covers only references carrying more than one representation, where comparison could be attempted, and counts every coded refusal rather than only the critical rule. The totals answer different questions; they are not meant to add up and the page does not add them.

How to read these charts
Scan states, not card labels: these three count what the rules returned, so a reference carrying a published comparison is still counted under the state that let it through. The reference index labels that same reference COMPARABLE, which is why its filter says … and this says otherwise. Neither is wrong and they are not the same question. The first view shows how many references need a different research route. The second shows observed quote spread bands only for references with at least two priced representations. Neither is a quality score or an execution estimate.

Why the filter combines them
A reference can carry a published comparison and still have been flagged by the scan: it reads COMPARABLE · FLAGGED, and the flags are on its card under the verdict. The COMPARABLE filter gathers both, because a reader after the comparable set should not have to know there are two names for it. The export carries the distinction in its route column.
